Cartography(String, Double, Double, Boolean) Constructor
Create and initialize a cartography object using the
specified projection string, setting the origin of the user
defined local grid coordinates to the
lonOrigin, latOrigin

Parameters
- projectionString String
- A string in the WKT format for a spatial reference system, or one of the abbreviations
- lonOrigin Double
- Longitude coordinate of the local grid origin
- latOrigin Double
- Latitude coordinate of the local grid origin
- validateProjectionString Boolean (Optional)
- Bool specifying if projectionstrings should be validated or not.
It is fairly expensive to validate the projection strings, and the validation can be skipped by setting this flag to false.
Then the user must beforehand check that the projection is valid by calling IsValid(String).
