Cartography(String, Boolean) Constructor
Create and initialize a Cartography object using the
specified projection string.

Parameters
- projectionString String
- A string in the WKT format for a spatial reference system, or one of the abbreviations
- validateProjectionString Boolean (Optional)
- Bool specifying if projectionstrings should be validated or not.
It is fairly expensive to validate the projection strings, and the validation can be skipped by setting this flag to false.
Then the user must beforehand check that the projection is valid by calling IsValid(String).
