The GateTools type exposes the following members.

  | GetHeadDifferenceToUseForDwsSubmergedFlow |
Finds which downstream water level to use for submerged flow calculation. The result depends
on whether the actual downstream water level is within the transition zone or not.

| GetTransitionFlowFactor |
Returns a value betwwen 0 and 1. 1 if water level is above upper limit
and zero if water level is below lower limit. In between linear interpolation is used.

| GetUpstreamHead |
If the upstream water level is within the transition flow the lower limit for the
transition zone is returned. Otherwise the upstream water level is returned.
