Required for COM interop, since COM can not handle generic types

	GlobalValue	Get the reach global value. Only valid if IsGlobal is true.
	ReachId	Id of reach
	Values	The reach location values, in case IsGlobal is false.

	IsGlobal	Flag defining whether there is one value defined for the entire reach, or whether there is a set of chainage-values.
