TwoDLocationCompareTo Method (ILocation, Double)

like IComaparable, but with tolerance for coordinate comparison as an argument. Hierarchical calls to the CompareTo methods for topo ID, then x1, then y1, x2, y2 comparison (but not Info). String comparisons are case-insensitive and culture-invariant.
