Initial water levels, discharges etc are taken from the hot start file at this date. The _time_ at which the
values are taken is equal to the time of job start. To rephrase: The actual DateTime to use when accessing the
hot start file is a combination of the date from DateToUseInHotStartFile and the time of day when the job starts.
