UtilChainageIsSmallerThanOrEquals Method

Returns true if the referenceChainage is smaller than or equals chainage, and more than LOCATION_EQUAL_TOLERANCE before

This is consistent with the ChainageEquals, so that any chainage will only return true for one of the ChainageIsBefore, ChainageEquals, ChainageIsAfter
